Taiwan's internet rides on submarine cables. Earthquakes, typhoons, dredging ships — or a blockade — could cut them, and most services people use daily (LINE, Instagram, YouTube) run in data centers outside Taiwan. Satellites won't cover everyone: limited bandwidth goes to first responders.

DigiResiThon (數位韌性松) is a recurring hackathon from the g0v civic-tech community. We prototype what still works on the worst day: community mesh networks (Meshtastic), offline knowledge — the handbook on this site installs as an app and works with no connection at all — and inventories of internet-shutdown scenarios and self-hosted fallbacks. Sixteen rounds and counting since 2023.
